Essential Duties and Responsibilities:
This position will provide direction, manage, and execute on best in-class MWDBE program. This position works closely with Procurement personnel and other Departments to assist with reporting on supplier performance. Responsible for acting as the liaison between CRRC MA and businesses owned, operated and controlled by ethnic minorities, women and disadvantaged business enterprises (MWDBE). Direct responsibility for the company compliance of Buy America Act (BAA) requirements (FTA, State U.S. contents, Local U.S. contents, etc.). Ensuring that the company is current on the most recent regulations, while providing guidance or training to team for policy interpretations and applications. Incumbent will lead the Procurement department as the person directly responsible for the co-ordination of all “Buy America Act” monitoring and reporting. The responsibility of this role will extend not only to each of the existing CRRC MA Projects but also to all future applicable projects and Bids requiring compliance and calculations.
Education and/or Work Experience Requirements:
Bachelor’s degree in Business Administration or related field
3 plus years of related MWDBE procurement and supply experience within a manufacturing environment or similar industry required. Rail preferred
3 plus years of experience in procurement/supply chain, contract bid, solicitation, comparison, evaluation, and negotiations with focus in Buy America Act.Certified Buy America Act expert preferred.
Working knowledge of SAP Materials Management (MM) methodology.
Bachelor’s degree in Business Administration or related field.
Government contracting and change management experience a plus.
Understanding of railroad/transit railcar manufacturing and assembly, or related field a plus.
Able to manage time effectively.
Excellent verbal and written communication skills.
Proficient in MS Office.
Ability to pass drug test and general background check.
This position is based at the CRRC MA’s 655 Page Blvd, Springfield, MA 01104 location and may require travel to CRRC MA’s facility in Boston.
Any visits to either our Manufacturing/Production/Shipping environment will include wearing of Personal Protective Equipment (PPE) such as safety shoes, eye protection and bump cap where directed.
